When downloaded you can simple upload to dropbox or similar then shorten url using bit.ly or short url or any similar services. Each time you make a updated one simply name it the same upload/replace on Dropbox or similar and done url will remain the same.
You can also send the m3u directly to your device and add local by using send to tv download on your phone and your tv device.
Your list must have categories to work if your m3u dont have group-title="group name here" Or looks like group-title="" it will not work
